I’m glad you’re finding our maps useful! I’ve just uploaded the shapefile of the preemptive resolutions to ArcGIS Online. You can find it here: http://www.arcgis.com/home/item.html?id=b1fbc755990b45dbbe5ff4607537854b. You can create an Excel file easily by just opening the .dbf file, and copying and pasting the attribute information into a spreadsheet. I created this layer based on a map posted by the Joint Landowner’s Coalition, source here: http://www.jlcny.org/site/index.php/town-resolutions-efforts-and-landowner-info/1349-map-of-town-resolutions-passed-to-support-nydec-efforts-and-findings Note that they have not updated their map since August 2012.

We sure do. On the same Bans and Moratoria map, there is a layer that you can turn on to see Pre-emptive Resolutions (e.g. not to ban drilling). Just click on “Layers” on the top toolbar and then toggle on the “Pre-emptive Resolutions” layer. These areas show up in a light gray, so you may need to change the basemap to see them better.

Thanks for your comment, Doug. As the Details section of the map notes, ” This map is meant to provide a general overview of pipeline infrastructure. Zoom features have been disabled at the local level because of lack of precision in the original datasets.”
On a local level, this map is not so useful, but on a statewide, or national level, it does an OK job of showing the extent of the pipeline infrastructure. We will try to work on getting a detailed map of what we know of the pipeline infrastructure up in NYS later this month. Some of these datasets are very difficult to obtain because of Homeland Security regulations, so again, locations are approximate from what we can determine from other low-resolution maps that we can adapt.
